No, these uppers will require a separate bolt carrier group and charging handle as neither are provided. The term “Complete Upper” is loosely defined but generally refers to the upper receiver being finished (dust cover and forward assist), barreled, gas block/gas tube installed, and including furniture. Some manufacturers will include a bcg and ch but Aero does not on any of their standalone uppers.
