Is this 14.5 + a 1.5 muzzle device bringing the over all length to 16 inches?

The Aero Precision M4E1 Threaded 14.5in 5.56 Carbine Length w/ ATLAS S-ONE Handguard Complete Upper Receiver does not have a pinned and welded flash hider. So the barrel is 14.5", but if you have the flash hider pinned and welded it will meet the 16" rifle length requirement.

I live in California do you pin and weld the flash hider because I would like to do that myself with a Comp.

is the muzzle device pinned and welded to the barrel?

It is not pin and welded, so you will be able to choose which muzzle device you want.
