Any rifle that shoots 5.56 can shoot .223 but no .223 can fire a 5.56 with the exception of .223 Wylde which is optimized for 5.56 and .223. Hope this helps.
Yes if the barrel is chambered for 556 it can shoot 223 but if the barrel is chambered for 223 it cannot shoot 556
Pretty much anything chambered in 5.56 will also be safe to use with .223. Not the other way around, though (except for .223 Wylde).
