Typically, if the muzzle is pinned and welded (permanently attached) it will qualify as the overall length of the barrel. Any barrel shorter than 16” on an upper mated to a lower with a stock will classify as a short-barreled rifle. Best to reach out to your local FFL for determining what your state/local laws are and for legal advice.
