Do the rings have the proper hole spacing for front and rear drilled holes on the Ruger 10/22?

Yes, these are made to fit the Ruger 10/22 and should have no issues being mounted.

Is ring higher than 1 inch, and can be mounted on Remington 7600 model?

The height of the ring is 1.3 inches. It cannot be mounted to the Remington 7600 as it is only designed to mount to the receiver of a Ruger 10/22.
