IIIA is not rated for the majority of rifle rounds. It with stop every pistol round up to and including .44 Magnum. Level III is rated for for rifle rounds, including 5.56mm, 7.62x39mm, and 308. However, modern plates have been known to stop rounds they are not rated for. Research would be best to answer that question, but in short, it is unlikely that this plate would stop 556 and it is certainly NIJ certified.
