Will this scope stand recoil of 458 SOCOM?

If this is for an AR platform in .458, then it will work fine, and that platform absorbs a lot of the recoil. If it is on a bolt action, then it might be a bit much as the device is only rated up to .308.

What if the height of the scope on the pic rail is not the same height of the clip-on? Can the clip-on attach securely to the scope without a rail?

You can attach this device directly to your scope using these adapters: https://www.opticsplanet.com/armasight-scope-mounting-system-for-clip-on-day-night-system.html. You would just have to measure the exterior diameter of your scope's objective end to determine which adapter you need.
