Thermal technology isn’t really meant for facial identification. It’s more of a detection tool since it picks up heat signatures rather than visual details. That said, if you're asking about identifying whether someone is male or female with a 256x192 resolution sensor, you’re realistically looking at a range of about 100–125 yards. For detecting a human-sized target—meaning seeing that someone is there, not who they are—it can go up to 460 yards depending on climate and terrain.
