Can you use a clip-on as a monocular when it is not mounted to the scope.

Yes, you could technically use this as a handheld monocular however it is designed and best suited as a clip-on device.

This has a detection range of 1,700 yards, Recognition range of 700 yards, and an Identification range of 400 yards.

Can I use on a variable power say 4x16 and if so max range to clearly identify and engage targets.also can it take .338 lapua recoil

Yes, this can be used on a 4-16x scope. You can detect a human size target at about 1700 meters, the recognition range is 700 yards and the identification range is 400 yards. The manufacturer does not provide a recoil rating at this time.
