Yes, it is dual action. Push forward to deploy, "pull" towards the rear to retract.

How much penetration force does the blade have when opening?

Benchmade doesn't have that measured, and there is a safety feature if the blade makes impact with something during opening, but it will definitely punch through your jeans and give you a minor cut. Trust me, I've personally tested this.

What's to stop it from say opening in the pocket and stabbing you? I've really been wanting one so was wondering

The activation switch is designed to be difficult to activate in any way other than deliberately. That said, it does not have an actual safety on it.
