This is a night-vision monocular kit that only has 1X magnification so you wouldn't be able to use this unit like a telescope. You may be able to see stars and such but it would only be slightly closer or clearer than you would be able to see with the naked eye.

Does it come with a J arm for the right amount?

This GT-14 kit includes its own fitting J-arm, but not PVS-14 J-arm.
The PVS-14 J-arm can be also adopted to GT-14 as it's shown on one of the photos, but it is not included in the GT-14 standard kit.

This is not autogated and it has a green intensifier tube.

What else do I need to buy to mount to an Avon helmet?

A PVS-14 J-arm can be used however, since this device has a different housing the alignment/positioning may not be ideal.
