can the flap be tucked away for easier mag retrieval? if so, does the bungee sufficiently retain both mags (or a single mag if one is deployed)?

If the opening is not snapped shut the Bianchi T6521 Double AR15 Pouch cannot be guaranteed to securely hold the magazine.
