It is adjustable for MOA drop. It can go from 0MOA to about 30MOA (guessing) in declination so you can have more adjustment for drop at long distances. It was originally designed to compensate for barrel droop in break barrel air rifles.

According to BKL themselves, this mount can adjust up to a maximum of 120 MOA of elevation upward, to compensate for airguns with a downward pointing barrel (droop), especially break barrel guns.
