Yes, the belt loop slots are fixed in position.

This is a multi-position holster it can be worn strong-side with or without a cant or cross draw i use this holster for a Ruger GP100 4 inch barrel strong-side no cant I've had this holster a few years now but if only used it on a three-day backpacking trip I hope they continue making this holster I believe this is one of the best non custom holsters out there
