How is the height of the tripod measured ?

The max height is measured by extending the legs fully, and adjusting the legs to be as close together as possible, while still remaining stable.

Will this fit the killer instinct boss 405?

That specific crossbow was not tested. The height of the head from the base to the top of the rubber pads is 2.25". As long as that does not impede string travel, it will work just fine.
