Is the yoke designed for a crossbow

It can be used with a crossbow. The bottom of the yoke to the top is about 3". You would just need to make sure that the distance from the bottom of the foregrip to string allows for 3" of room.

Can this also be used for binoculars or spotting scopes?

The shooting yoke cannot be removed from the shooting tripod/sticks so there is no good way to use this with a binocular or spotting scope. You should get a standard tripod if you plan on using it with a binocular and spotting scope and then you can always purchase a yoke style rest for a firearm that you can swap on a standard tripod.
