Exactly what is, and what is the function of, the "brass mounting escutcheon"? Thank you

The mounting escutcheon goes in the hole where your action screw goes to thread into your action. It just helps the stock and action go together.

These 3z2681w1a111 stocks don’t seem to use the factory front band which comes on the ruger 10/22 model 1256 .how does it attach?

Boyds says
This stock comes with brass mounting escutcheon and is designed for the Factory Ruger 10/22 Semi-Auto Action, measuring 6 3/16" long.

The barrel band is not reused.
