Will a Sig m400 tread pistol 27 " long x 14 high fit ? Didn't see a height number in the listing.

It should if the overall length is less than 27". It may not work with optics and a magazine inserted unless you disassemble the upper and lower receivers.

Does the bag come with one zipper or two? If it comes with two, would you be able to secure the zippers with a lock?

The inside length is 27". It may fit your 20" barrel upper but that could also depend on your muzzle device.
