Is the front sight on this barrel compatible with the OEM rear ghost ring sight that comes with the Benelli Supernova Tactical 18.5” model?

The front sight on the Carlson's Choke Tubes Benelli Nova & S-Nova Barrel should work fine with the Ghost Ring rear sight on that shotgun.

is the barrel rifled or is it a rifled choke?

This is a smooth bore barrel threaded for Mobil chokes. The choke is a Rifled choke with a 1-35 twist. This can accommodate all slugs, rifled slugs, and sabot slugs.
