can i use steel shot with this choke?

The manufacturer states the following, "Lead, Copperplated, Nickel Hevi-Shot™, Bismuth, Tungsten or Steel Shot may be used in these choke tubes"

Item 15511 is the stainless steel version (despite the image, manufacturers do not always provide us with the image of the exact product).
