It can be cut, but it is strongly not recommended because it may cause the wood to crack or splinter.

I am just curious as to the location in this product. It is described as being manufactured with polypropylene. The last time that I checked, polypropylene contained no wood. I have a Cold Steel Sjambok made of polypropylene, and while it is a bit flexible, it have never heard it snap or crack when I was beating on something with it. It is my firmly held opinion that this product could be cut (using appropriate tools and blade) without causing any structural problems. Information about polypropylene can be found under its entry in Wikipedia as well as many other sites.
