The plate carriers have Plate capacity: Accepts Medium or Large Swimmer/ESAPI plates up to 10.25" x 13.25

Will a Haley Strategic chest rig work on this?

Yes, but the swift clips provided on the carrier do not correctly match the Haley rig. The velcro will hold the rig to the carrier, but the clips are a bit sketchy.

It is adjustable from 34" - 50" (measure around navel).
