Would this give the proper alignment for using a vortex venom with a vortex razor hd gen ii on a 3 gun build?

Proper alignment will come down to the users personal preference. This will allow you to mount a Vortex Venom without any interference with the scope.

Can this be used to mount pop-up iron sights?

Yes, this could however, this is a 1 o'clock offset and typically when iron sights are used on an offset it is at 45 degrees.

Will the Holosun 507 or any other pistol red dot work with this rail?

The Holosun 507 is compatible, as is any Mini Red Dot Sight with a picatinny mount.

If by "clear" you mean "not interfere with/make contact with" with an ACOG, iron sights on this mount will clear the ACOG.
