No, the Savage 320 needs its own unique picatinny base. EGW SKU 41730 is the correct mount for the Savage 320

I have a savage axis 111. I want a picatinny rail that doesn't have the extended piece towards the front of the barrel. Will this fit my rifle?

No, you need a mount that is made specifically for the Savage Axis. EGW part number 51800

No, this mount is intended to be fastened to the receiver, not the bottom of the stock.
