These bullets are not designed for self defense. They are best used for competition target shooting. That being said it is still live ammo so please practice gun safety.

They're intended for target and competitive shooting, but they would definitely do some damage. Syntech makes a self defense round, 'Defender' that's hollow point and splits into three segments on impact. I read that the Syntech target round's polymer jacket is thinner (.003") than copper (.020"-.050"+-) and the lead alloy center is 2-3x harder than standard lead bullets. So in self-defense use there could be issues with over penetration and collateral damage with the target rounds.
