Can this scope be sighted in and used during daylight hours as well?

We strongly advise not to use it during the day. This is a tube powered night vision, and sunlight can damage the tube very easily. We recommend digital night vision if you want both day and night use.

Does the build in illuminator stay on from the moment it turns on? Anyway to turn it off if so?

The illuminator can be turned on and off separately of the unit.
