Does this die come with the decapping pin and expander ball

It certainly comes with a decapping pin, in ~ 2021 Forster Did start adding an Expander to our Bushing Bump Dies as well, there may still be some stock out there that this is not included however one can still be added if it does not have one.

No, this die sizes the neck with bushings, bumps the shoulder, and leaves the rest of the case fire formed.

This particular offering does not come with Bushings, there are Kits available that come with (3) bushings but this is under a different listing.
