It is for dominant hand operation. So a right handed charging handle is meant to be manipulated by the left hand with the latch on the bolt catch side of the rifle.

The left hand model requires a latch pocket on the right side of the upper receiver. However, most left handed uppers still have the latch pocket on the left side and use standard charging handles. As far as I know, only Fortis uppers have latch pockets on both sides and can use the left handed (right latching) charging handle.
