When choosing left or right, does it signify left or right handed operation? or the orientation/direction of the actual pull handle?

It is for dominant hand operation. So a right handed charging handle is meant to be manipulated by the left hand with the latch on the bolt catch side of the rifle.

Yes, so long as the ks-47 does not use a proprietary charging handle.
