The Fortis site says this limits the rotation of the QD plug (quote: "is rotation limited"). Can anyone tell me how much swivel rotation it allows? — 1 Answer

When a QD swivel is locked in, no free rotation is allowed. However, there are 8 positions at which the swivel can be locked into. (One position every 45 degrees starting at 12 o'clock)
