Yes it can. I initially found it difficult to do 9 mm until the plastic collar, which surrounds the pin and stabilizes the case, wore in a bit…. edges rounded off . Straight walled case would catching while inserting it. Now that I have worn it in on tons of 223 brass and some 300 BO brass, this Works really well. Pin very strong.
