What is the height for this ring?

GG&G lists it as "absolute co-witness height" which should be around a 1.4" base to center height, for a more exact answer please contact GG&G directly.

What is the width of the mounting ring? Will this work with an Aimpoint 3x-C magnifier?

It fits most magnifiers with 30mm tubes,

No, it easily installs on MIL-STD-1913 dovetail rails with solid squeeze rail engagement and the attachment screw is countersunk into the sidebar for snag free operation.
