For the 5.56 model are the outside threads 1/2 28 on the outside and on the inside of the brake?

The threading have to match for the muzzle brake and if they do not it will not work properly.

Is this compatible with a Diligent Defense Enticer L?

Yes, the Taper Mount Minimalist Stealth Flash Suppressor is compatible with the Diligent Defense Enticer L, but you will need an adapter to connect the two. To make them compatible, you must install the Plan-A Adapter (or the Plan-A Long version for longer muzzle devices) into the Enticer L suppressor.

Do you need a crush washer for installation of the flash hider?

never ever use a crush washer if you intend to mount a suppressor onto that device. according to the manufacturer page this device requires no timing and therefore does not need any additional hardware for installation
