Are these shims designed for "any" 25mm scope use?

Item 22160 will work with any 1" (25.4mm) tube scope, while item 22161 will work with any 30mm tube scope.

No, these inserts are for adding elevation only, they will not adapt 30mm rings to to 1".

The inserts use a tapered thickness across both pieces. They are compatible with Hawke Match Ring Mounts.

What is the length ? I intend to use with 30mm tube in BKL 30 mm 2 strap rings. One can mount 30 mm in a 30 mm ring this way ?

These inserts are designed for Hawke Match Mount rings which have a length of 21mm.
