Is this super shocker tip the same as the ballistic tip?

It is very similar. This ammunition has a hard polymer tip.

Are these non lead bullets and can you sell to California resident if the item is shipped to a California FFL?

These have a lead core. Unfortunately, we aren't able to support sales of ammunition to several locations right now, including the states of Alaska, California, Connecticut, Hawaii, Maryland, Massachusetts, New Jersey, New York, Washington D.C, P.O.
