Can bolt be changed with standard bolt for other cal options such as 6arc

The manufacturer does not state if the JARD AR Side Charge Complete Upper Receiver Assembly will accept other bolts. I recommend contacting the manufacturer for that information.

is this a right hand or left hand?

By the photos provided, I'd have to say that it is right hand operated. There was no specification that the charging handle could be moved to left hand use, say for a sidecar or dedicated left hand upper.
