Savage actions either have the bolt release on the side / top or have a button in front of the trigger guard (bottom) to remove the bolt. Your Model 12 should be a top style bolt release.

The referring to a top lever bolt release or bottom lever bolt release that’s inside the trigger guard

It's the means of releasing the bolt from the rifle, the bottom release being the more difficult variant that requires 3 hands to operate.
