The carry handle appears to be short in length as compared to others pictured…is it?

The manufacturer doesn't specify the exact length of the JE Machine Tech AR-15 Aluminum Carry Handle. The manufacturer states that it is CMP Service Rifle Competition Legal, which would lead me to believe it is a standard length. For the exact length I recommend contacting the manufacturer.

For A2 or F stamp front sight post

It is for F marked front sights. The F marked front sights are used with the (F)lat top upper receivers.

what front sight can be used with this rail. I bought a leapers UTG but the height is too short.

The JE Machine Tech AR-15 Aluminum Carry Handle is designed to work with standard height AR15 front sights. So any front sight that is 1.4" to the centerline would be a great option for a carrying handle setup.

There is a specific rail carry handles that will work with this one. It's pretty cheap about 10 dollars.
