Can you see .22 on a black target at 100/200 yds?

Yes, you should be able to see a .22 strike at 200 yards or less.

The exit pupil is 4mm at 20x and 1.33mm at 60x.

Yes, this should be more than capable of providing a clear image at 200-300 yards. That said, the size of your subject will also be a factor in visibility.
