It is sized to fit over outer gear and it is water resistant.

I’m a pretty classic (reg fit) large. I found the smaller size pants for, but the jacket was too tight. In the larger size the jacket is adequate coverage size, the pants are too big. There’s not much difference with the gaiters. It’s too bad the top and bottom can’t be purchased separately. If you’re in the middle go bigger. Even the bigger jacket is barely long enough to give good coverage. Fit issues aside, they are otherwise really good.
