Will this line up with an eotech red dot sight?

This is a red dot and not a magnifier, although they both will be at the same mounting height.

How do you mount it to an 11 mm dovetail rail?

This will not fit an 11mm dovetail, you would need a dovetail to weaver/picatinny adapter.

Yes it should be able to handle the recoil of a 45-70 round, this optic is also shotgun rated.

Will I need a riser to cowitness on a colt expanse?

Maybe. If you mount a 3 x magnifier behind it and it requires you to pullback in the magnifier in order to flip it to the right: then you need a .5 inch quick release riser to go under the red green dot sight. This will let the red green dot sight and the 3 x magnifier line up when using both at the same time.
