Will these bases work on a post 64 Model 70.

No, they will not the XPR has a different mount pattern than the Winchester 70.

I have a Winchester XPR chambered in the 300 WSM. Regarding the 2 pc Leupold DD Winchester XPR Scope Mounts, which is the front mount?

It depends on the mounting pattern. Typically the smaller, more symmetrical base goes in front.
