Can I get the Leupold Mark 4 4.5-14x50mm LR/T M1 Long Range Tactical Rifle Scope, in a Impact-32 MOA Reticle?

Unfortunately Leupold only offers that reticle in VX-6HD scopes at this time.

You could contact the Leupold Custom shop to see if that is a service they could perform for you.

Is the mark 4 4.5 x14x50 a first focal plane scope and can you get it in mills

No, it is second focal plane and it is only available with 1/4 MOA adjustments.

What does the "M1" signify?

Leupold has different styles of turrets. The M1 style is Finger-adjustable ¼-MOA windage and elevation adjustments with audible, tactile clicks. Once sighted in adjustment knobs can be zeroed.
