Yes it can but would recommend High height for 50mm objective lens.

I am trying to mount a Nightforce NXS 5.5-22X56 scope on AR-10 with a flat top reciever and a picatinny rail. Is this mount tall enough?

It is a 1.5" height so yes it should fit.

It will fit any scope with a 30mm tube diameter and if you are mounting it on an AR, then yes it should work.
