What height is suggested on a Ruger Gunsight Scout with a Leupold 2.5 Scout Scope mounted forward of the receiver?

We would recommend medium height rings for that setup in order to clear the iron sights.

For an AR type rifle typically X-High rings are recommended. Unfortunately Leupold does not offer these QRW rings in that height, these Leupold Mark 2 IMS mounts may be a better option:

How much does a pair of these rings weigh?

The QRW 1" Low rings weigh 5.6 oz per pair.

The QRW 1" High rings will weigh 6.4 oz for the pair

The QRW 30mm Low rings will weight 4.8 oz for the pair

The QRW 30mm Hi rings will weigh 6.6 oz for the pair.

I would like to use these on a Ruger 1022 takedown to MOUNT a Weaver 2x28 scope #849424 with 1" tube. Are these the right rings?

Yes, as long as the 10/22 already has a weaver or pictinny base these rings will work. We recommend low height MPN: 49853.

How are they measured.?base of tube to base of mount or clamp?

These are measured base of mount to bottom of tube. The Super High are 1", which gives you the ideal co-witness height of 1 1/2" with a 1" tube scope on an AR platform.
