Does this scope have a zero stop?

Yes. The ZeroStop system creates a backstop when returning the dial back to zero, so you don't accidently turn the dial a full revolution in the wrong direction, and the ZeroLock® system eliminates accidental dial movement by locking it in place.

The Leupold VX-5HD 7-35x56 has 1/4 MOA adjustments, regardless or range. The shift in POI at range will need to be calculated by the user. I.E. 1/4 MOA at 1,000 yards would be a shift of 2.5"

what is the minimum focal range of this scope?

Leupold states the Minimum Parallax-Free Distance is 50 yds, but you should be able to bring that in closer, but expect there to be some parallax involved.
