What is the MOA "per click" on these?

They are the same as regular Iron sights when your zeroing in your firearm with the sights.

will this work on a railed gas block with riser

As long as it has a rail to mount these sights and as long as the rail is at the same height as the upper, these will fit. The firearm will get hot when you shoot so many rounds. So if you shoot enough out of the firearm the front sight can get hot. Just make sure you allow time to cool down your firearm before touching the front sight if it is hot.

Will theses sight work on a Adams Arms P1 upper? Will front sight get to hot on the picanny gas block?

Yes this will work on Adams Arms P1 upper. As long as this has a rail this will fit. This will replace your iron sights on them. The front sight can get hot. So please allow time to cool down before touching or making adjustments if you shot enough rounds out of your firearm.

I have seen reviews regarding poor illumination. Are these old stock, tritium not fresh? Or, are these comments a reflection of the small rear dots?

When it comes to illumination. These are to help replace your regular iron sights with some iron sights that can be used at night time instead of your standard iron sights. They will Illuminate at night but you can not increase the illumination from them since they are not battery powered.
