Will this fit a Tikka T3x long action?

As long as you go with a Tikka LA chassis, then yes, it will work without issue.

Does this fit the Tikka T3X Lite?

As long as you have a Tikka T3X Lite in a short action chambering (308 Winchester, 6.5 Creedmoor, and so on), then yes, it will fit without issue.
