Is this product rail mount or gas block mount?

This is designed for mounting on the top rail of the handguard, it will be the wrong height for a gas block mount.

Is this the correct height for the Midwest industry flip up rear sight

According to Midwest Industries' website, both this site as well as the flip up rear site are Mill-Spec sight height, so yes it would be the correct height for the flip up rear sight
