Yes, the end of the barrel functions as a muzzle brake.

NO, It is a stand-off device as to not rupture the barrel, the gases are vented 360%. look at, shotgun, pump action, cruiser models. Most muzzle brakes vent upwards and to the sides sometimes with no openings on the bottom.
